As your constituent and someone who cares deeply about the high cost of treating breast cancer, I urge you to cosponsor H.R.1409, the Cancer Drug Parity Act, to ensure that every cancer patient has access to the anti-cancer treatments recommended by their health care provider.

Orally-administered anti-cancer medications are becoming a necessary and important treatment option for many patients, but health insurance practices lag behind the advancements in science.  There can be a significant difference in the out-of-pocket costs many cancer patients must pay for an oral treatment versus how much they pay for an intravenous (IV) treatment.  Typically, IV-administered treatments are covered as a medical benefit, under which most patients are only responsible for an office copayment for each visit. Oral treatments, however, are often covered under a prescription drug benefit, which tends to have much higher copayments or coinsurance where a patient must pay a percentage of the drug cost.

These costs can be hundreds or thousands of dollars per month, and require patients to make difficult adherence decisions with regard to their treatment.  Studies have shown that when prescription drug costs are over $100 for a prescription, approximately 10% of patients won't fill that prescription; when costs are greater than $500, nearly 25% of patients won't fill their prescription.

This bill ensures fairness in cost-sharing for all anti-cancer regimens. Health insurance cost-sharing schemes should not create barriers to cancer patients' ability to access potentially life-saving medicines.

Treatment options are both personal and medical -- they should not have to be based on financial factors.
